Today, we proudly announce the completion of the first draft of the Implementing Rules and Regulations (IRR) of the New Government Procurement Act (NGPA), or Republic Act No. 12009. This milestone was achieved after a series of IRR committee meetings, as well as multi-stakeholder consultations, which also involved development partners and various private sectors.

In developing this initial draft of the IRR, Secretary Amenah F. Pangandaman of the Department of Budget and Management (DBM), who also serves as the Chairperson of the Government Procurement Policy Board (GPPB), formed a dedicated Technical Working Group (TWG), comprising representatives from the DBM and its attached agencies, the GPPB-Technical Support Office (TSO), and the Procurement Service-DBM (PS-DBM).

To gather your valuable feedback, the GPPB-TSO has now created an online form to collect your comments and suggestions. This form is designed to be user-friendly and accessible, allowing you to easily share your insights on specific sections of the draft IRR.
