Advisory No. PMD-01-2025 – New Link for the Online Submission of Fiscal Year 2026 Early Procurement Activity Certification

To ensure timely receipt of Early Procurement Activity (EPA) Certifications, the
Performance Monitoring Division – A of the Government Procurement Policy Board-
Technical Support Office (GPPB-TSO) informs all Procuring Entities (PEs) on the new
link for submitting the same for Fiscal Year 2026 and subsequent years. Submissions
shall be made through the Real-Time Early Procurement Activity Generating Information
and Analytics (REGINA) System

Please be advised that the office of the Government Procurement Policy Board – Technical Support Office will be CLOSED on 28 July 2025 and will implement a Work-from-Home arrangement in consideration of the anticipated logistical and mobility constraints surrounding the conduct of the President’s State of the Nation Address (SONA) at the Batasang Pambansa Complex on the same day.
