In the pilot implementation of the Procurement Dashboard, undertaken by the Government Procurement Policy Board – Technical Support Office (GPPB-TSO) with technical assistance from the United Nations Development Programme, a study on procurement data of the pilot agencies identified that the longest period to process payment was up to 731 days, indicating a delay of almost two years. This data implies an inconsistent and subjective application of the rules on payment to suppliers. And this current practice became a major consideration in the integration of procurement planning to payment of contracts under the New Government Procurement Act (NGPA) or Republic Act No. 12009.
Section 20 of the NGPA mandated PhilGEPS to maintain an integrated system that covers procurement planning until payment. The PhilGEPS shall develop features that make pertinent information accessible and transparent at all stages of procurement except procurements involving and affecting national security.

By leveraging the power of emerging technologies, the NGPA aims to enhance efficiency and transparency throughout the procurement lifecycle and seeks to ensure the timely disbursement of public funds, thereby promoting fiscal responsibility and accountability.
