The New Government Procurement Act (NGPA) or Republic Act No. 12009 adopts the Negotiated Procurement for Non-Government Organizations (NGOs) from the Government Procurement Reform Act (GPRA) or Republic Act No. 9184. This encourages the active participation of NGOs in public procurement, ensuring that projects earmarked for NGOs are executed efficiently and transparently.

The NGPA outlines the allowable modes of selecting an NGO when an appropriation law or ordinance specifically allocates funds for projects to be contracted out to NGOs.
