This three-day event, running from October 21 to 23, marks the 6th Procurement Summit since its inception in 2017.
With a theme, โLeveraging Local MSMEs for Inclusive and Sustainable Procurementโ, it underscores the vital role of Micro, Small, and Medium Enterprises (MSMEs) in fostering inclusivity and sustainability within public procurement processes. By promoting equitable opportunities for local businesses, the summit aims to strengthen community economies, support job creation, and encourage environmentally responsible practices.
GPPB-TSO Executive Director Atty. Rowena Candice M. Ruiz excitingly welcomes everyone as this year’s Procurement Sumit is special because it is the first time of the Procurement Summit to be held at its new building procured under Republic Act No. 9184. Atty. Ruiz introduces the different government innovations which are the pride of this year’s Procurement Summit, such as the Observer’s Portal for the Civil Society Organizations, the REGINA System, Integrated Financial Management Information System (IFMIS), the New Government Procurement Act Microsite, Billy Bayong AI Chatbot, among others.
ED Ruiz invites everyone to show support and pride for our local MSMEs by visiting the GPPB-TSO Sustaindahan and take advantage of the three-day activities. “Sustaindahan” is a blend of two words, “sustain”, reflecting sustainability, and “dahan” from the Filipino word “tindahan”, meaning local store. The terms embodies the essence of promoting sustainability through locally produces eco-friendly products. At the Sustaindahan, we showcase the work of local MSMEs that are contributing to sustainable development by offering product that are not only environmentally responsible, but also support local economies”, remarkably said by ED Ruiz.
The Summit was inaugurated by Department of Budget and Management Secretary Amenah F. Pangandaman, who officially opened virtually the Sustaindahan and the Innovation Showcase. In her keynote address, Secretary Amenah F. Pangandaman emphasized the importance of inclusivity and sustainability under the New Government Procurement Act (NGPA). She highlighted that the NGPA, signed into law last July, prioritizes inclusivity, transparency, and efficiency through digitalization.
โThe government procurement process actively supports and uplifts our MSMEs, especially enterprises and women-led businesses. By empowering and strengthening their participation in public procurement, we are opening doors to a more equitable and resilient economy where every enterprise, regardless of size, can thrive and contribute to our shared prosperity,โ said Secretary Pangandaman.
She further added, โThe NGPA is a reform we advocated to make the procurement system more modern, innovative, streamlined, and truly at par with global standards. I am proud of this law as it has been an advocacy of mine since day one as budget secretary. I would like to thank our President Ferdinand R. Marcos, Jr. and its principal authors, led by former Senator, now Education Secretary Sonny Angara, for their unwavering support, enabling us to pass it in less than two years.โ

โ The Procurement Observers Portal (POP), Open Government Philippines (OGP), Integrated Financial Management Information System (IFMIS), Philippine Bidding Documents (PBD) Portal, Philippine Government Electronic Procurement System (PhilGEPS), and the Procurement Professionalization Hub (PROHub) will be featured.
