Under RA 9184, Repeat Order is a method of procuring goods from the previous winning bidder when there is a need to replenish items procured under a contract previously awarded through Competitive Bidding. This method is subject to several conditions: unit prices must be the same or lower than those in the original contract, the repeat order must not result in splitting of contracts, and it must be availed within six months from the date of the Notice to Proceed, provided there has been partial delivery, inspection, and acceptance of the goods within the same period. Additionally, repeat orders must not exceed 25% of the quantity of each item in the original contract, ensuring that the goods are quantifiable, divisible, and consist of at least four units per item.

RA 12009 further refines this process by emphasizing the need for post-qualification and maintaining the same conditions regarding unit prices, the six-month timeframe, and the 25% quantity limit. This ensures that the procurement process remains transparent, efficient, and aligned with the principles of good governance.
