
The third round of negotiations for the Government Procurement (GP) chapter under the Philippines-European Union Free Trade Agreement (FTA) took place in Brussels, Belgium in June 2025, highlighting the ongoing commitment of both parties to deepen economic ties and promote transparent procurement practices. The principal negotiators for this GP chapter were Atty. Maria Dionesia A. Rivera-Guillermo, OIC of the Government Procurement Policy Board-Technical Support Office (GPPB-TSO) representing the Philippines, and Trade Affairs Official Lilia Petrova together with International Relations Officer Loran De Hollander for the European Union. The Philippine delegation is headed by Department of Trade and Industry (DTI) Undersecretary and Chief Negotiator Allan B. Gepty, while the European Union delegation is led by Chief Negotiator Dora Correia.
DTI Undersecretary Gepty described the progress as “positive,” noting advancements in the text-based negotiations, emphasizing the importance of finding common ground while respecting each side’s legal and policy considerations. He added, “The potential gains from this FTA extend far beyond trade and investments as we cover elements also on sustainability, good governance and cooperation.”
Both delegations reaffirmed their shared commitment to promoting transparency, good governance, and anti-corruption within the procurement process. As negotiations move forward, both sides remain focused on shaping a balanced and modern procurement chapter that will reinforce domestic reforms and uphold the highest standards of governance, ultimately benefiting the Philippines and the European Union.
