Whether a Procuring Entity may validly refuse to accept delivery of the procured items subject of the awarded contract because it is not the paricular brand preferred by the end-user.

The Procuring entity cannot refuse the delivery of the goods on the sole ground that the end-user prefers a specific trade/brand name so long as such goods are compliant with the technical specifications.
