Guidelines for the purchase of second hand chemistry analyzer, and at the same time seeking guidance on the procurement of the said medical equipment.

[T]he procurement of second-hand, refurbished, or reconditioned equipment is allowed under Republic Act (RA) No. 9184 and its revised Implementing Rules and Regulations (IRR), through competitive public bidding or any of the alternative modes of procurement under highly exceptional circumstances. The same rules apply whether the project is for the procurement of brand new goods or of second hand goods.

It bears stressing, however, that when the procuring entity decides to procure second-hand goods and equipment, considerations as to durability, remaining useful life, warranty, price, and such other relevant factors should be carefully factored in to be able to secure a contract that is most advantageous to government.
