Whether or not a bidder can be disqualified for leaving an item without quotation in his or her bid.

Section 32 of the IRR-A of R.A. 9184, [specifically Sec. 32.4.1 thereof,] provides for the procedure in the detailed evaluation of bids for the procurement of goods and infrastructure projects.

It is clear [therefrom] that, and unless otherwise provided in the Instructions to Bidders, should a bidder not indicate a price in a required item, his or her bid shall be considered as non-responsive. And following the non-discretionary “pass/fail” criteria, such non-responsive bid shall be automatically disqualified.
