Whether the bid submitted by Ernest Printing Corporation to the Department of Education may be post-disqualified based on Blacklisting Order No. 2007-01 issued against the former by the Civil Service Commission Central Office (CSC-CO).

[P]lease be duly advised that this office received last 22 January 2007 a copy of a Delisting Order issued by the Civil Service Commission lifting subject CSC-CO Blacklisting Order No. 2007-01. x x x In view of this intervening event, DepEd may not proceed with the post-disqualification of ERNEST solely on the basis of said blacklisting order.
