Whether the submission of LOI from prospective bidders can be extended to coincide with the rescheduled bidding activities.
[T]he revised Implementing Rules and Regulations (IRR) of Republic Act (RA) No. 9184 has abandoned the requirement for the submission of LOI under Section 23.1 of IRR Part A of RA 9184 prior to the submission of bids. The rationale for this change in policy is to streamline the procurement process, reduce transactions costs, and enhance competition.
Instead, bidders only have to submit their bids not later than the deadline for the submission and receipt of bids, which can be extended or rescheduled together with the opening of bids as provided in Section 29 of the IRR of RA 9184.
