Whether a bidder should be disqualified in the event that the quantity of an item in his submitted bid is inaccurate or does not comply with the quantity stated in the Bill of Quantities issued by the Procuring Entity.

Clause 15.2, Section II, Instructions to Bidders of the PBDs for goods and Infrastructure Projects provides that the bidders shall fill in rates and prices for all items of the Goods/Works described in the Bill of Quantities. Bids not addressing or providing all of the required items in the Bidding Documents including, where applicable, Bill of Quantities, shall be considered non-responsive and, thus, automatically disqualified.
