Whether the procurement opportunity for Lease of Privately-Owned Real Estate and Venue under Section 53.10 of the revised Implementing Rules and Regulations of Republic Act No. 9184 should be posted notwithstanding the issuance of Notices of Award and to Proceed

The requirement of posting mentioned in the Guidelines for Lease of Privately-Owned Real Estate and Venue (Guidelines) refers only to the posting of lease contracts with ABCs costing more than Fifty Thousand Pesos (Php50,000.00). There is no requirement to advertise or post the procurement opportunity as invitation to participate is directly sent to prospective lessors.

Verily, while the Guidelines does not require the advertisement and posting of the procurement opportunity, it mandates the posting in the PhilGEPS of the actual Lease Contract with ABC more than PhP 50,000.00.
