Whether it is necessary that the procurement of goods amounting to Seven Thousand Pesos (PhP7,000.00) be posted in the Philippine Government Electronic Procurement System (PhilGEPS) website.

[I]n resorting to Shopping as an alternative method of procurement, the following PhilGEPS posting requirements shall be observed:

1. RFQs shall be posted for seven (7) calendar days except:

  a. for Shopping under Section 52.1(a) of the IRR of RA 9184; and

  b. for Shopping under Section 52.1(b) of the IRR of RA 9184 when the ABC is Fifty Thousand Pesos (Php 50,000.0) and below; and

2. In both types of Shopping, awards shall be posted except for those with ABCs equal to Fifty Thousand Pesos (Php 50,000.0) and below.
