Whether the Municipal Administrator could be elected as BAC Chairman considering that he is occupying a co-terminus plantilla position.

Sec. 11.2.1 (5) of the IRR-A of the R.A 9184 further states that the term permanent shall refer to a plantilla position within the procuring entity concerned.

Hence, if the position of the Municipal Administrator is found in the plantilla of the municipality, the person holding the same may be elected Chairman of the BAC under R.A 9184 and its IRR-A.
