Clarification on where to reckon the ranking of MIAA officials for the purpose of determining compliance with Section 11.2.2 (a) of the IRR.

MIAA’s ranking should be determined from its General Manager, who is the first ranking permanent official of MIAA. The term “permanent” refers to a plantilla position within the procuring entity concerned. It refers to the list of positions authorized to be created by the Department of Budget and Management. After careful examination of MIAA’s plantilla, it appears that the highest ranked permanent position is that of the General Manager, followed by the Senior Assistant General Manager, and the Assistant General Managers as the second and third level positions, respectively.
