Strengthening pathways for effective Government-to-Government procurement

The Government Procurement Policy Board – Technical Support Office (GPPB-TSO), through its Capacity Development Division, conducted the Workshop on Procurement and Regulatory Requirements for Foreign Contractors under Government-to-Government (G2G) Arrangements on 13 May 2026 at the GPPB-TSO Building, Quezon City.

The workshop served as a consultative platform for key government agencies and stakeholders to discuss implementation issues affecting foreign contractors, particularly on PhilGEPS registration, PCAB licensing, and BIR tax compliance, and to generate recommendations for policy and system enhancements.

The program featured discussions on the overview and applicability of Philippine procurement law, PhilGEPS Platinum registration, PCAB licensing requirements for foreign contractors, tax clearance requirements for foreign suppliers, and a consultative workshop on process improvement, eligibility and compliance, and procurement modalities for G2G arrangements.

Through this initiative, GPPB-TSO continues to foster inter-agency collaboration toward clearer, more responsive, and fit-for-purpose procurement processes under the New Government Procurement Act.
