GPPB eyes simplified procedure on SK procurement
The Government Procurement Policy Board-Technical Support Office (GPPB-TSO) plans to craft a simplified procedure which will guide the Sangguniang Kabataan (SK) on better planning and procurement.
Atty. Rowena Candice Ruiz, Executive Director of the GPPB-TSO, gathered the Regional Directors of the Department of Budget and Management (DBM) on March 5, 2019 to seek their assistance in the possible crafting of a guideline on SK procurement.
Atty. Ruiz highlighted the provisions of Joint Memorandum Circular (JMC) No. 1, s. 2019 (Guidelines on the Appropriation, Release, and Planning and Budgeting Process for the SK Funds) issued by the DBM, the Department of the Interior and Local Government, and the National Youth Commission (NYC) in January which states “that the SK shall have financial independence in its operations, disbursements, and encashment of their fund, income and expenditures.”
With a simplified procedure, Atty. Ruiz targets to aid the SK in the procurement of materials and equipment for them to pursue youth development and empowerment purposes.
“The GPPB-TSO, together with the DBM Regional Offices, is looking for ways to help the SK procure better,” she said.
She also mentioned the challenges that the SK has to address when they enter into procurement activities such as the limited number of the members of some Councils across the country.
“Some councils have only three actual members which may lead to the difficulty in assigning the relevant parties in the procurement process,” she added.
The GPPB-TSO will continually hold meetings with the DBM Regional Directors for the realization of said initiative.
