The Government Procurement Policy Board – Technical Support Office (GPPB-TSO) advises all Procuring Entities, suppliers, observers, civil society organizations, and the general public that the “Implementing Rules and Regulations of Republic Act No. 12009 (1st Edition, as of 31 March 2026)” previously issued by the GPPB-TSO and posted on its website has been withdrawn and should no longer be used as reference.
Accordingly, all concerned are reminded to use and cite only the Implementing Rules and Regulations (IRR) of Republic Act (RA) No. 12009 approved by the GPPB through its Resolution No. 02-2025 dated 04 February 2025, published in the Official Gazette on 10 February 2025, and effective 25 February 2025. All concerned agencies and stakeholders are likewise advised to refrain from citing, relying upon, reproducing, or disseminating the withdrawn GPPB-TSO-issued “Implementing Rules and Regulations of Republic Act No. 12009 (1st Edition, as of 31 March 2026)” or any other unofficial version of the IRR.
This Advisory is being issued to ensure the correct implementation of Republic Act No. 12009 through the GPPB-approved IRR.
