This May, as we celebrate Buwan ng Mangingisda at Magsasaka, the Government Procurement Policy Board – Technical Support Office (GPPB-TSO), in partnership with the Department of Agriculture (DA), continued the pilot implementation of the customized training on Negotiated Procurement – Sagip Saka (NP-SS) with a dedicated session for farmers and fisherfolks on 06 May 2026.

The orientation aimed to help participants better understand how they can take part in government procurement under Republic Act No. 11321, or the Sagip Saka Act. During the session, participants were guided on how to prepare their proposals and properly accomplish the Omnibus Sworn Statement, which are key requirements in participating in procurement opportunities under the program.

Emotions ran high as stories from the ground were shared—stories of hardship, hope, and the realities faced by our farmers and fisherfolk. At the same time, some participants also testified to the effectivity of Sagip Saka, sharing how the program has helped open opportunities and create more direct market access for their sectors.

Through orientations like this, GPPB-TSO and DA hope that more farmers and fisherfolk will be enlightened on how the Sagip Saka Act can support them, empower their communities, and strengthen their participation in inclusive public procurement.
