GPPB-TSO AND USTDA CONDUCT COURSE ON LIFE-CYCLE COURSE ANALYSIS FOR BEST VALUE PROCUREMENT
The Government Procurement Policy Board - Technical Support Office (GPPB - TSO), through the U.S. Trade and Development Agency represented by Ms. Andrea Lupo, Director of Global Programs and Mr. Garth A. Hibbert, Chief of Office of Acquisition Management, conducted a "Course on Life-Cycle Cost Analysis (LCCA) for Best Value Procurement" held on 17-21 June 2019 at the Crowne Plaza Manila Galleria, Ortigas Center, Quezon City which was participated by 42 participants from GPPB Member Agencies, select large infrastructure agencies, and GPPB-TSO officials, staff and recognized trainers.
The LCCA Course focused on incorporating LCCA into the procurement process as a tool to assist with planning, scoping, executing the procurement, and managing the post award contracts towards the ultimate goal of obtaining best value on the procurement process.
Experts from Supply Chain Visions, Inc., Mr. Gerald Brown, Mr. Shawn Winn and Mr. Robert Fulgenzi, facilitated the Course and shared with the participants valuable experiences and expertise on the application of LCCA within the procurement process.
As the LCCA is a powerful tool in comparing alternative capital investments by providing an assessment of long-term cost-effectiveness of a project rather than methods the government is currently used to, that focus only on initial purchase costs or on operating-related costs in the short run, learnings from the Course are expected to assist government agencies in the proper planning of procurement projects, as well as equip GPPB member agency representatives with the necessary tools and information which can aid in the review and improvement of procurement manuals.
