The ceremony paid tribute to the technical experts and public servants whose collective effort, discipline, and commitment to public service laid the foundation for a more modern, transparent, and accountable procurement system in the Philippines. As emphasized during the program, the IRR is not merely a document, but the result of rigorous collaboration aimed at ensuring that procurement across government is guided by clarity, consistency, and integrity.
In her welcome message, GPPB-TSO Officer-in-Charge Atty. Sofia C. Yanto-Abad underscored that procurement reform ultimately depends on peopleโnot just systems. She highlighted that procurement must be treated as a strategic function that directly affects how public services are delivered, how resources are managed, and how trust in government is strengthened. She further emphasized the critical role of trainers in upholding standards and shaping a community of practitioners guided by Malasakit, Integridad at Husay.
Department of Budget and Management (DBM) Secretary and GPPB Chairperson Hon. Rolando U. Toledo delivered an inspirational message reinforcing that while laws set direction, it is people who bring reform to life. He emphasized that trainers serve as the bridge between policy and practice, ensuring that procurement rules are clearly understood, consistently applied, and translated into real outcomes such as faster project delivery, better protection of public funds, and improved services for communities.







A key highlight of the opening ceremony was the launch of the Procurement Professionalization Roadmap, marking a significant step in institutionalizing procurement as a recognized profession in government. The roadmap sets a clear direction for strengthening competencies, aligning standards, and building a community of procurement practitioners equipped to meet the increasing demands of public service. It affirms that procurement is not merely administrative, but a critical and strategic function essential to good governance and public accountability.
The event also featured the conferment of a Special Recognition Award to former DBM Secretary and GPPB Chairperson Amenah F. Pangandaman, in honor of her leadership in steering the development and issuance of the IRR of RA 12009โan achievement that continues to shape the countryโs procurement landscape.
Bringing together GPPB-recognized trainers from across the country, the GPPB Trainersโ Summit serves as a vital platform to align efforts, strengthen capacities, and expand the community of practitioners who will lead the implementation of the NGPA. With the continued growth of the trainersโ pool, the government reinforces its commitment to ensuring that no agency or local government unit is left behind in advancing procurement reform.
Guided by the theme โReconnect. Refresh. Restart.โ, the GPPB Summit reaffirms a shared mission among policymakers, trainers, and practitioners: to transform procurement into a system that is not only efficient and transparent but also responsive to the needs of the Filipino people.
