The Government Procurement Policy Board – Technical Support Office (GPPB-TSO), led by Director General Rowena Candice M. Ruiz, met with representatives from the European Union in the Philippines (EU) Delegation to the Philippines and the United Nations Development Programme – UNDP to discuss strategic areas of collaboration under the EU–PH Partnership in Reinforcing Capacity, Transparency, and Efficiency in Public Procurement.
During the meeting, Director General Ruiz emphasized that meaningful procurement reform must be anchored on strong governance, institutional ownership, and data-driven decision-making. She highlighted the importance of aligning all technical assistance initiatives to ensure sustainability, avoid duplication of efforts, and maximize development support.
The discussions focused on supporting the implementation of the New Government Procurement Act (NGPA) through initiatives that strengthen institutional capacities, modernize procurement systems, and promote transparency and accountability. Among the priority areas identified were procurement professionalization, enhanced procurement data management, artificial intelligence (AI)-enabled analytics for evidence-based policymaking, cybersecurity, and structured engagement with civil society organizations and the private sector to foster greater public participation in procurement governance.
Implemented by the UNDP and funded by the European Union, the initiative seeks to reinforce the country’s public procurement ecosystem through capacity-building programs, internationally recognized certification pathways, strengthened stakeholder engagement mechanisms, and digital innovations that will enable more efficient, transparent, and responsive procurement processes.
The meeting also stressed the importance of coordinating with other development partners, including the World Bank, to ensure that technical assistance efforts are complementary and responsive to the evolving needs of the Philippine procurement system.
Through strategic partnerships such as these, the GPPB-TSO continues to champion procurement reforms that are future-ready, technology-enabled, and firmly grounded on good governance, advancing an efficient, transparent, innovative, and responsive public procurement system for all Filipinos.
