The Government Procurement Policy Board–Technical Support Office (GPPB-TSO), led by Director General Atty. Rowena Candice M. Ruiz, met with the Asian Development Bank(ADB) on 5 August 2026 to discuss technical assistance and policy support to advance the professionalization of public procurement under the New Government Procurement Act (RA 12009).
A key focus of the discussion was the shift toward a more professional, competency-based procurement workforce, including the establishment of defined procurement positions with defined competency and qualification standards.
Director General Ruiz highlighted the need to address institutional knowledge gaps and strengthen procurement capacities across government to reap the full benefits of the New Government Procurement Act.
The discussions also explored potential support for Sustainable and Green Public Procurement (SPP/GPP), including capacity building on life-cycle cost analysis and economic analysis.
These discussions reflect the shared commitment of GPPB-TSO and ADB to strengthening procurement capacity and advancing a more professionalized, competency-based, and sustainable public procurement system in the Philippines.
Present at the meeting were Ashish Narain, Sina Velioglu, Nanki Kaur, Dennis Lorne Nacario, and Mikaella Jazmine De Guzman from ADB, and Jeannie Rose Maraya, Rica Iñigo, Rona Grace Arsenal, and Vicky Venus Valdriz from GPPB-TSO.
