
The Government Procurement Policy Board (GPPB) takes a significant step toward inclusive growth with the approval of stand-alone procurement guidelines for the Sagip Saka Act. By strengthening direct procurement from farmers and fisherfolk, the GPPB is making sure government purchases truly empower local producers. This move simplifies processes and promotes fair opportunities for our agri-fishery sectors
The decision was made during the Board’s monthly meeting on 25 September 2025, presided by DBM Undersecretary Janet B. Abuel, Alternate GPPB Chairperson, with senior officials from DEPDev, DILG, DOTr, DPWH, Procurement Service-DBM, GPPB-TSO, and the Private Sector Representative in attendance.
Also present were Mr. Noriel Z. Cabanela from the Office of Senator Kiko Pangilinan (principal author of the law) and DA Assistant Secretary Joycel Panlilio, representing the main implementing agency.
The new Guidelines simplify documentation, clarify accreditation rules, require fair pricing mechanisms, and mandate greater inclusivity in procurement activities. Moving forward, GPPB-TSO and the Department of Agriculture will closely monitor implementation to ensure alignment with both the Sagip Saka Act and the New Government Procurement Act (RA 12009).
