GPPB ISSUES GUIDELINES FOR THE PROCUREMENT OF COVID-19 VACCINES AND ITS ANCILLARY SUPPLIES AND SERVICES OR OTHER GOODS AND SERVICES AUTHORIZED UNDER R.A. NO. 11525 OR THE COVID-19 VACCINATION PROGRAM ACT OF 2021
With the recent enactment of Republic Act (RA) No. 11525 or the COVID-19 Vaccination Program Act of 2021 that aims to expedite the procurement and administration of Coronavirus Disease 2019 (COVID-19) vaccines, the GPPB has issued Circular No. 02-2021 to ensure that procuring entities (PEs) are properly guided in their procurement of COVID-19 vaccines, and its ancillary supplies and services or other goods and services necessary for the storage, transport, deployment, and administration of COVID-19 vaccines (“Ancillary Supplies and Services” for brevity).
Notably, the GPPB further streamlined the procedure under Section 53(b) of RA No. 9184 and Section 53.2 of its 2016 revised Implementing Rules and Regulations in the case of COVID-19 vaccine procurement adapting to the current industry practice. More importantly, the GPPB made sure to align the procurement procedure with the Philippine National Deployment and Vaccination Plan for COVID-19 Vaccines to ensure the seamless and efficient implementation thereof.
It may likewise be emphasized that advance payment may be made by all PEs for the procurement of COVID-19 vaccines and its Ancillary Supplies and Services when this is required by the supplier, manufacturer, distributor or service provider.
In order to ensure transparency and accountability, RA No. 11525 requires all PEs, the Philippine Red Cross (PRC) and private entities to post the following information on the GPPB Online Portal: (i) agency or company budget; (ii) name of vaccine; (iii) name of supplier, manufacturer, distributor or service provider; (iv) amount of contract as awarded; and (v) amount of advance payment made and the reasons therefor.
For this purpose, the GPPB Online Portal was modified to comply with the above posting requirements. Prior to posting on the GPPB Online Portal, PEs, the PRC and private entities shall nominate their principal and alternative authorized representatives who shall be provided access to the portal to comply with the said posting.
