The Government Procurement Policy Board – Technical Support Office (GPPB-TSO), led by Director General Rowena Candice M. Ruiz, met with representatives of the World Bank, led by Mr. Dominique Aumentado, to discuss key public procurement reform initiatives and areas for continued collaboration in support of the implementation of the New Government Procurement Act (Republic Act No. 12009).

Director General Rowena Candice M. Ruiz has formally institutionalized the participation of the Commission on Audit (COA) in Government Procurement Policy Board (GPPB) meetings, which started in 2021, through a reform introduced under the New Government Procurement Act (Republic Act No. 12009), strengthening collaboration between the country’s procurement and audit authorities.

The World Bank has extended its congratulations to Executive Director Rowena Candice M. Ruiz on her re-appointment as the first Director General of the Government Procurement Policy Board – Technical Support Office (GPPB-TSO), recognizing her longstanding leadership in advancing a more transparent, efficient, and accountable public procurement system in the Philippines since October 2018.

The discussion highlighted the project’s major outputs, including the National Government Procurement Competency Framework, the Procurement Competency Dictionary, the Procurement Code of Ethics, and recommendations to strengthen procurement practice across government.

During the meeting, the GPPB Board Members and IATWG deliberated on key policy initiatives, including the proposed enhancements to the Framework Agreement Guidelines, the adoption of customized bidding documents for selected Design and Build infrastructure projects, and the proposal for inviting resource persons and technical experts from government agencies, the private sector, civil society organizations, and other relevant stakeholders to provide technical inputs and support IATWG deliberations, among others.

Department of Budget and Management (DBM) Acting Secretary Kim Robert C. De Leon visited the Government Procurement Policy Board – Technical Support Office (GPPBTSO) in Diliman, Quezon City, on Thursday, 2 July 2026, where he formally announced the appointment of Atty. Rowena Candice M. Ruiz as the agency’s Director General (DG). DG Ruiz is the Executive Director V of the GPPB-TSO who worked on the passage of the New Government Procurement Act.
