The 亚洲基础设施投资银行 Asian Infrastructure Investment Bank (AIIB) has extended its congratulations to Director General Rowena Candice M. Ruiz following her re-appointment as the first Director General of the Government Procurement Policy Board – Technical Support Office (GPPB-TSO), while expressing its interest in exploring future procurement reform initiatives with the agency.

In a congratulatory letter, Mr. Kofi Awanyo, Manager of Fiduciary Governance of AIIB’s Sustainability and Fiduciary Solutions Department, described Director General Ruiz’s re-appointment as an important milestone in the continued evolution of the Philippine public procurement system and a testament to the trust and confidence placed in her leadership, expertise, and commitment to public service. He likewise recognized her significant contributions to advancing procurement reform, promoting innovation, and strengthening transparency, accountability, and efficiency in public procurement, noting that her advocacy for digital transformation and procurement professionalization has helped shape a progressive reform agenda for the Philippines.

AIIB also expressed confidence that the GPPB-TSO will continue to build on its achievements under Director General Ruiz’s leadership, further advancing initiatives that improve public service delivery, strengthen public trust, and generate greater value for citizens through sound procurement systems.

Looking ahead, AIIB conveyed its interest in exploring future procurement reform initiatives with the GPPB-TSO, particularly in areas that promote good governance, institutional strengthening, and the effective implementation of public investment programs.
