PHILIPPINES: Only Asian Country with ‘Adequate Level of Accountability’

In an assessment report conducted by the International Budget Partnership, the Philippines was placed as one of the four (4) countries with adequate level of accountability in its Coronavirus Disease 2019 response program. Other countries with the same level are Australia, Norway, and Peru, making the Philippines as the only Asian country achieving such recognition.

The Philippines was particularly assessed based on its transparency measures, extent of public engagement, and oversight powers over its fiscal measures, as implemented under the Republic Act No. 11469 or the Bayanihan to Heal as One Act. To showcase the standing on these indicators, one of the Philippine commitments submitted by the Department of Budget and Management was the Government Procurement Policy Board (GPPB) Online Portal.

Given the posting limitations of the Philippine Government Electronic Procurement System, the GPPB – Technical Support Office (TSO) sought the technical assistance of the United States Agency for International Development (USAID) for the development this portal.

Its development was particularly recommended by the TSO to the GPPB in anticipation of the wicked problems that might take place in the Philippine Government Procurement during a State of Public Health Emergency.

With this portal, a digital space is provided for Procuring Entities (PEs) to post all of their awarded contracts for procurement projects undertaken through Emergency Procurement under the Bayanihan Act. Through such initiative, the GPPB and its TSO are able to promote and ensure greater transparency and accountability for government projects. In fact, as of 23 August 2021, the portal was able to record more than ₱ 65Billion worth of contracts awarded.
