Request for approval of the bidding documents and forms for the Efficient Lighting Initiative Project.
To systematize the procurement process, avoid confusion and ensure transparency, the GPPB is mandated by R.A. 9184 to pursue the development and approval of generic procurement manuals and standard bidding documents and forms, which shall be mandatory upon all government procuring entities, including government-owned or controlled corporations, government financial institutions, state universities and colleges, and local government units.
In line with this, the GPPB is currently in the final stages of review and approval of the afore-mentioned documents. Thus, pending the issuance of the SBDs, government procuring entities are advised to use their existing bidding documents in order to prevent delay, inconvenience or hiatus in their procurement activities, provided however, that such bidding documents contain the basic requirements under Rule VI of the IRR-A of R.A. 9184.
As stated in Section 6.2 of the IRR-A of R.A. 9184, only modifications in the GPPB issued SBDs in the case of major and more specialized procurement are required to be submitted to the GPPB for its approval. Consequently, pending the issuance of the SBDs, it can be gainsaid that there are no prescribed standard forms that need modification to suit the requirements of the DBP in its procurement. Accordingly, the DBP may continue the use of its existing bidding documents subject to the specific requirements mentioned in Sections 17.1 – 17.7.4 of the IRR-A of R.A. 9184.
