In a bold move advancing policy reforms in public procurement, the Government Procurement Policy Board (GPPB) has approved the Standard Forms for Procurement in accordance with Republic Act No. 12009, also known as the New Government Procurement Act (NGPA), and its Implementing Rules and Regulations, on 14 May 2025.

These Standard Forms were developed to align with the provisions of RA 12009, incorporating enhancements and best practices to promote uniformity, efficiency and accountability across all government procurement processes. GPPB Resolution No. 03-2025 provides for mandatory use of these Standard Forms by all Procuring Entities (PEs), effective 90 days after publication. The GPPB through its Technical Support Office (TSO) will provide capacity building on the use of the new Standard Forms for Procurement to ensure effective implementation.

The approved Standard Forms for procurement activities under the NGPA are: (i) Market Scoping Form; (ii) Project Procurement Management Plan; (iii) Annual Procurement Plan; (iv) Philippine Bidding Documents for Goods, Infrastructure Projects, Consulting Services; (v) PBD- Related Forms. These Standard Forms aim to streamline procurement documentation, promote consistency, and enhance compliance during the transition to the full implementation of RA 12009. It covers key areas including strategic planning, PBD, and other related documents necessary for transparency, consistency and regulatory compliance in procurement activities.

The GPPB’s approval of the Standard Forms also signals the start of the three-year transitory period for the Head of the Procuring Entities, Bids and Awards Committees and all stakeholders to fully comply with the requirements of the NGPA and its IRR.
