Philippines signs Revised IRR to make gov't procurement more transparent, efficient

MANILA, JULY 22, 2009—The Philippine government today signed the revised implementing rules and regulations (IRR) of the Government Procurement Reform Act (RA 9184), a crucial step in making public biddings for both local and foreign-funded state projects simpler, faster, and more transparent. The landmark law, RA 9184, intends to save the government billions of money spent annually on buying goods and services for projects needed to serve the Filipino people.

In line with the implementation of the revised Implementing Rules and Regulation (IRR) of Republic Act 9184 (RA 9184) last 2 September 2009, the Government Procurement Policy Board-Technical Support Office (GPPB-TSO) conducted a Trainers’ Training last 2-4 September 2009 at the Linden Suites in Ortigas Center, Pasig City.

The Irony of Hope The last place I expected to find hope is in a roomful of civil society participants who, one by one, eagerly vented out their frustration in the public procurement process.	On Second Thought... Instant applause greeted our proposal to limit the number of eligibility documents from 15 to 6.	Heart and Soul The 3rd day of consultation was dedicated to members of the secretariat and technical working group of the bids and awards committee (BAC) of our government corporations.	Peace Talks “We are fighting two enemies in the war against terrorism,” states DND Assistant Secretary Lamberto Sillona during his welcome remarks, “the terrorists themselves, and the GPPB.”	Check and Balance The Consultation on the Implementing Rules and Regulations of R.A. 9184 held at Discovery Suites on February 3 and 4, 2008 was attended by 86 participants who are bid practitioners from the Local Government Units of Central and Southern Luzon.

Strawberry Fields No Longer The perfect blend of cold breeze and warm personalities, I am convinced, was the reason behind the fruitful consultation workshop for the Local Government Units from Regions I, II, III, and CAR last 6 February 2009 at Hotel Elizabeth, Baguio City.	Even Senior Partners Need Training Our senior partners in reform called out for more capacity building and better information dissemination. This was the overwhelming response when asked for recommendations on how to improve the implementation of RA 9184.	In the Front Lines of Change The fight against corruption rests upon the shoulders of those in the front lines of procurement. Members of the Secretariat and TWG continually struggle with strictly upholding the rudiments and intricacies of RA 9184 while keeping it relevant to their day-to-day procurement activities.	Going Local, Moving Forward Representatives hailing from the Local Government Units (LGUs) of the Visayas and Western Mindanao regions trooped to the Cebu Midtown Hotel for the GPRA IRR consultation held last 18 February 2009.	Last but not the Least Everybody was eagerly looking forward to a climactic culmination to this month long Draft IRR consultation. Serendipitously, this took place in the City of Bloom, Davao City, at Marco Polo Hotel last 19-21 February, where the 11th and final consultation with the LGUs from Western Mindanao and the Visayas was held.
