Trainers’ Training on the Revised Implementing Rules and Regulations (IRR) of Republic Act 9184 (RA 9184)

In line with the implementation of the revised Implementing Rules and Regulation (IRR) of Republic Act 9184 (RA 9184) last 2 September 2009, the Government Procurement Policy Board-Technical Support Office (GPPB-TSO) conducted a Trainers’ Training last 2-4 September 2009 at the Linden Suites in Ortigas Center, Pasig City.

The Trainers’ Training was held to update accredited trainers with the provisions of the revised IRR and equip them with necessary information in training their respective regions.

The first day of training started with the gathering of expectations on the training activity. The discussion revolved around their role as trainers, and their comments and recommendations on the Professionalization Modules. Executive Director Ruby U. Alvarez of GPPB-TSO later gave an overview of the revised IRR, highlighting the major changes. An open forum where participants raised concerns, comments, and clarifications on the revised IRR capped the day.

The second day picked up from the previous day’s open forum where participants continued to pour in questions on the revised IRR. Thereafter, the GPPB-TSO had a mock presentation of a Pre-Bid Conference and Opening of Bids where the participants were asked to identify the mistakes. It was followed by a Workshop of Activities on Selected Topics, wherein they were tasked to determine the content, objectives, and methodology to teach IRR provisions. Each region was also tasked to create a Training Plan for the trainings they will conduct. The day ended with an overview of the Professionalization Project by Deputy Executive Director Emiluisa C. Peñano and an open forum thereon.

The last day of the training was spent gathering feedbacks on the Professionalization Modules.

The training was conducted by the GPPB-TSO and facilitated by Mr. Norman Jiao. It was attended by eighty-eight (88) trainers from different regions across the country. There were representatives from the Department of Budget and Management (DBM), Department of Interior and Local Government (DILG), Department of Public Works and Highways (DPWH), Commission on Audit (COA) and Philippine League of Local Budget Officers (PHILLBO), Development Academy of the Philippines (DAP), Bicol University, the West Visayas State University, and the University of the Philippines-Visayas.
