The Government Procurement Policy Board (GPPB) in coordination with the Development Academy of the Philippines (DAP) conducted a one-day seminar on the revised Implementing Rules and Regulations (IRR) of Republic Act (RA) 9184 for private entities last 24 November 2009 at the Development Academy of the Philippines where a total of 42 participants from various suppliers, constructors, and consulting firms within the National Capital Region attended.

The seminar was divided into discussions on the bidding procedures and alternative methods of procurement for goods, infrastructure projects, and consulting services and protest mechanism.  The resource speakers were Engr. Elmer H. Dorado of the National Economic Development Authority for goods, Engr. Huillio B. Belleza of the Department of Public Works and Highways Region IV-A for infrastructure projects, Dir. Renato M. de Vera of the Department of Budget and Management Region IV-A for consulting services, and Mr. Bryan Bigalbal of the Government Procurement Policy Board (GPPB) – Technical Support Office for the protest mechanism.
