The Government Procurement Policy Board–Technical Support Office (GPPB-TSO), in partnership with the League of Cities of the Philippines (LCP), conducted Capacity Building Interventions last 23-25 February 2010 in Tacurong City and 2-5 March 2010 in Butuan City. Capacity Building Intervention is the first of four phases of the PROTECT MDGs Project.
The Capacity Building Intervention aims to train and further enrich the familiarity of procurement personnel on the salient provisions of the revised Implementing Rules and Regulations (IRR) of Republic Act 9184 (R.A. 9184) and the Philippine Government Electronic Procurement System (PhilGEPS).
The first day of the workshop discussed the general provisions of R.A. 9184 and its IRR, the standardized bidding procedures, and the procedures for alternative methods of procurement and blacklisting.
The second day focused on the discussion on procurement planning and its linkage to budget followed by a workshop on the preparation of an Annual Procurement Plan.
The last day featured hands-on training on PhilGEPS and instructions on the self-assessment and monitoring procedures using the Agency Compliance and Performance Indicators.
Procurement personnel from the City Governments of Tacurong, Butuan, Oroquieta, and Surigao participated in said Capacity Building Interventions.
Two more are scheduled on 23-25 March 2010 at Vigan City, Ilocos Sur for participants from the City Governments of Iriga, Valenzuela, and Vigan, and on 13-15 April 2010 at Roxas City, Capiz for participants from City Governments of Kabankalan, Masbate, and Roxas. |
