Government Procurement Policy Board
Technical Support Office (GPPB-TSO)
The GPPB, being an inter-agency body composed of top level public officials, is supported by its very own Technical Support Office (TSO) to provide support in the performance of its duties and responsibilities, particularly in spearheading the implementation of public procurement reform initiatives in the Philippines.
Functions of TSO
The TSO provides research, technical and administrative support to the GPPB, including:
 
  1. Research-based procurement policy recommendations and rule-drafting;
  2. Development and updating of generic procurement manuals and standard bidding forms;
  3. Management and conduct of training on procurement systems and procedures;
  4. Evaluation of the effectiveness of the government procurement system and recommendation of improvements in systems procedures;
  5. Monitoring the compliance to the Act and assisting procuring entities improve their compliance;
  6. Monitoring the effectiveness of the Government Electronic Procurement System (G-EPS); and
  7. Secretariat support.
 
Structure, Duties and Responsibilities
The TSO is organized into strategic groups based on responsibility areas covering its Primary Functions of the Policy Recommendation, Research, Monitoring, and Training Development and Coordination; and Support Functions comprised of GPPB Secretariat Support, Information Support, and Office Administration. The following are the duties and responsibilities of each group:
Policy and Research Group
 
  1. Research-based procurement policy recommendations
  2. Rule drafting and legislative liaison
  3. Operation of a procurement “help-desk”
  4. Maintenance and update of Philippine Bidding Documents (PBDs), Generic Procurement Manuals, and database of Frequently Asked Questions (FAQs)
  5. Issuance of Non-Policy Opinions on procurement related issues
 
Training Development Coordination Group
 
  1. Development and implementation of regular nationwide procurement training programs and the establishment of a procurement course and certificate program
  2. Coordinate and monitor trainings conducted by accredited trainors nationwide
  3. Maintenance of a database of trained agencies and procurement officials
 
Monitoring Support Group
 
  1. Evaluate the effectiveness of the government procurement system and the procurement reform program.
  2. Monitor compliance by Government agencies with procurement laws, rules and regulations
  3. Address complaints against government agencies regarding violations of R.A. 9184, IRR-A and other procurement laws and regulations
  4. Monitor the performance and effectiveness of the G-EPS
  5. Coordinate and liaise with other oversight bodies and agencies, civil society and NGOs on procurement reform implementation and initiatives
 
Information Support Group
 
  1. Conduct of information campaign on Government procurement reforms
  2. Maintain and update the GPPB website
  3. Maintain a database of all government agencies nationwide
  4. Manage the exchange of information between the GPPB and all stakeholders in government and in the private sector
 
GPPB Secretariat Support Group
 
  1. Perform the secretariat tasks for the GPPB and Inter-Agency Technical Steering Committee and Working Groups
  2. Draft GPPB Resolutions and Circulars
 
Office Administration Support Group
 
  1. Administrative assistant to the Executive Director
  2. Attend to all the administrative needs of the GPPB – TSO
  3. Administrative support to the GPPB-TSO Managed Projects
 
Operating for more than a year, the TSO is fully operational and performing all the functions discussed above. Its staffing is based upon the principle that an organization is able to operate successfully and efficiently, not by the sheer number of employees, but upon the establishment of proper internal systems and procedures implemented by a handful of fully trained and capable individuals.
